Horizon Treatment Services Expands with 69-Bed Recovery Center in Burlingame

BURLINGAME, Calif., Sept. 23, 2026 /CourierPR/ -- Horizon Treatment Services is set to expand its recovery services with the development of a 69-bed Recovery Center in Burlingame, California. The project, supported by a $25.5 million state Behavioral Health Continuum Infrastructure Program (BHCIP) grant, will bring together sobering, withdrawal management, and residential treatment services under one roof, enhancing access to medically supervised substance use disorder treatment for San Mateo County residents.
The California Department of Health Care Services has approved the relocation of state funding for the project, while the San Mateo County Board of Supervisors has provided a $2.5 million local match.
The new center will be located at 826 Mahler Road in Burlingame and is expected to provide a modern, comprehensive treatment facility. The project's next phase will involve the development of design drawings, with increased community engagement anticipated as the center moves toward development.
Horizon Treatment Services, a 501(c)(3) non-profit agency founded in 1976, has been serving Bay Area communities with substance use disorder treatment programs. The organization operates in multiple counties, including San Mateo, Alameda, and Santa Clara, as well as rural Northern California counties such as Butte and Albuquerque, New Mexico. Horizon reaches approximately 15,000 community members annually through its Sobering Center, Residential, Detox, and Outpatient Counseling programs. Additionally, the organization's in-school prevention programs impact over 22,000 youth at more than 21 schools.
The expansion of the Horizon Recovery Center reflects a strong partnership between Horizon Treatment Services and San Mateo County, driven by a shared commitment to providing residents with a safer, stronger public health infrastructure. The new facility is expected to significantly enhance the region's capacity to address substance use disorders, offering a comprehensive range of services in one location.
