HABRI releases report on increasing pet-inclusive housing

The Human Animal Bond Research Institute (HABRI) has released a comprehensive report aimed at increasing pet-inclusive housing, addressing a significant gap in rental policies and advocating for greater access to housing for pets and their owners.

The report, published on September 3, 2026, is the result of the HABRI Spring Policy Forum, which convened experts from various fields including housing policy, research, animal welfare, pet care, animal health, and human social services. The forum aimed to develop strategies to make pet-inclusive housing more prevalent, rather than an exception.

"We know that pets contribute significantly to human health and well-being," stated Steven Feldman, HABRI President. "Yet, many pet owners in rental housing face challenges due to restrictive policies that limit their ability to enjoy these benefits."

The report details a range of legislative and policy initiatives from around the world, highlighting diverse approaches that can be effective in different contexts. These include initiatives such as leasing transparency, pet deposit assistance programs, and reductions in breed and weight restrictions for pets. These solutions offer a roadmap for creating more inclusive housing environments.

The forum also facilitated the formation of the Pets and Families Housing Coalition, an organization committed to supporting evidence-based policies at local, state, and federal levels to expand pet-inclusive housing.

"This coalition represents a collaborative effort among stakeholders to address the issue comprehensively," said Feldman. "It underscores the recognition that no single organization can achieve the scale of change needed to support pet-inclusive housing."

The report is supported by a coalition of organizations, including the American Pet Products Association (APPA), the World Pet Association (WPA), the American Veterinary Medical Association (AVMA), Mars, the Michelson Center for Public Policy, PetSmart Charities, and Zoetis. These partners have contributed to the development and dissemination of the report.

"The Pet-Inclusive Housing Report is a valuable resource for advocates and policymakers," noted Feldman. "It provides a clear path forward for making pet-inclusive housing a norm."
