Col. Harris Joins Qtonic Quantum to Lead Federal Affairs

Miami, Sept. 1, 2026 — Col. Reginald M. Harris, U.S. Army (Ret.), who served as Chief of Staff of U.S. Army Cyber Command and commanded the 1st Cyber Protection Battalion (Provisional), has joined Qtonic Quantum Corp to lead the company’s federal and defense government affairs.

Harris will represent Qtonic Quantum, a quantum cyber risk and vulnerability intelligence firm, to key government departments and agencies, including the Department of War, Department of Homeland Security, Intelligence Community, and defense industrial base. His mission is to ensure compliance with the Department of War’s Post-Quantum Cryptography Strategy, which mandates the adoption of quantum-resistant algorithms by 2030 and full implementation by 2031.

Col. Harris enlisted in the Army Reserve in 1992 and was commissioned as a Distinguished Military Graduate from Elizabeth City State University in 1996. His career spanned multiple roles, including Field Artillery and Information Systems officer. He held key positions such as Enterprise Services Division Chief for XVIII Airborne Corps G6, detachment chief of a cyber protection team, and Deputy Chief of the Enterprise Integration Division at Headquarters Department of the Army CIO/G-6. He also served as the J6 Engineer Division Chief and Deputy J6 with U.S. Central Command, and became Chief of Staff of U.S. Army Cyber Command in July 2022, retiring in September 2025.

Harris's extensive military background and experience with cyber protection make him uniquely suited for his new role. "The hardest part of my job was always knowing what we had," Harris said. "Cryptographic inventory at mission scale is no different. I joined Qtonic Quantum because it offers a solution that can be verified and trusted."

Qtonic Quantum's federal efforts include the launch of QHunt, a cryptographic discovery tool presented at AFCEA TechNet Augusta in August 2026. QHunt is part of Qtonic Quantum’s broader QScout, QStrike, and QSolve suite of tools, designed to help security leaders, program owners, and boards identify and mitigate cryptographic risks.
