The rule, aimed at enhancing the security and efficiency of ballot mail during federal elections, has drawn attention due to concerns over its implementation and potential impacts.

According to the USPS, the rule is a response to the policies outlined in the Executive Order. Despite the accelerated development schedule, the USPS maintained its commitment to quality, security, and system integrity, conducting continuous testing and validation throughout the development lifecycle.
