BARCELONA, Spain, Nov. 6, 2026 /CourierPR/ -- The United Nations has launched a new toolbox aimed at ensuring that people remain at the center of artificial intelligence (AI) decisions in smart cities. This initiative, issued by the United for Smart Sustainable Cities (U4SSC), marks 10 years of the organization's efforts to promote sustainable urban development.
The U4SSC Toolbox for People-Centred Smart Cities in the AI Era, developed by the International Telecommunication Union (ITU) and the UN Human Settlements Programme (UN-Habitat), provides guidance to mayors, city managers, and policymakers on how to harness AI for public services while maintaining human accountability. The toolbox addresses the risks associated with AI, such as bias, privacy concerns, and human rights issues, and offers a framework for responsible AI implementation.
The U4SSC toolbox helps city officials translate international standards and responsible AI principles into practical guidance for better public services and lasting trust.
The new resource is built around real-world smart-city solutions from cities like Helsinki, Finland, and eThekwini, South Africa. It offers a structured approach to AI projects, guiding cities through key questions such as the problem being addressed, potential impacts, and accountability. The toolbox outlines four core rules: starting with the urban problem rather than the technology, keeping public decisions under meaningful human control, applying stronger safeguards as potential impacts increase, and recognizing that not using AI can be a responsible outcome.
UN-Habitat's Executive Director, Anacláudia Rossbach, emphasized the importance of addressing gaps in data, protecting human rights, and ensuring meaningful participation of residents and civil society in shaping urban decisions.
The U4SSC initiative, launched in 2016, is supported by 22 UN agencies and programs. It has developed practical tools, methodologies, and Key Performance Indicators to help cities accelerate their sustainable digital transformation and support the UN Sustainable Development Goals. Alongside the toolbox, U4SSC is releasing a series of publications covering urban AI governance, measurement of people-centred digital transformation, security for digital public infrastructure, city data platforms, anticipatory governance, and data-enabled destination management.
The International Telecommunication Union, established in 1865, coordinates the global use of the radio spectrum and satellite orbits, establishes international technology standards, and drives universal connectivity and digital services. With 194 Member States and a membership of over 1,000 companies, universities, civil society, and international organizations, ITU is committed to making digital transformation work for everyone, including the most remote communities.
UN-Habitat, the United Nations entity responsible for sustainable urbanization, has programs in over 90 countries supporting policymakers and communities to create socially and environmentally sustainable cities and towns. UN-Habitat promotes transformative change in cities through knowledge, policy advice, technical assistance, and collaborative action.
The launch of the U4SSC toolbox comes at a critical time as cities around the world increasingly integrate AI into their operations. By providing a comprehensive framework for responsible AI implementation, the toolbox aims to ensure that the benefits of smart city technologies are shared equitably and that human rights are protected.
