NATEC, a provider of environmental health and safety training, has launched an online course to help California facilities comply with the state's Title 22 hazardous waste regulations. The interactive course, which is 4 hours long and provides 60 days of access, includes a certificate upon completion.

Title 22, which is administered by the Department of Toxic Substances Control (DTSC) and enforced by Certified Unified Program Agencies (CUPAs), covers the rules for hazardous waste generators in California. The regulations, effective as of July 1, 2024, include the Generator Improvements Rule, which aims to enhance the management of hazardous waste.

The course is designed to teach employees how to handle hazardous waste from the initial determination of whether a material is hazardous to the final shipment. It covers a wide range of topics, including identifying hazardous characteristics such as ignitability, corrosivity, reactivity, and toxicity, as well as California's presumptive lists and waste codes. The training also addresses specific types of waste, such as used oil, universal waste, empty containers, and hazardous debris and contaminated soil.

Containers and tanks, areas often cited for non-compliance, are also covered in the course. Topics include storage, labeling, closure, secondary containment, and managing incompatible wastes. The course also outlines the application of accumulation time limits and volumes, as well as the use of satellite accumulation areas, which are locations near the point of waste generation.

Emergency preparedness is a key component of the training, covering contingency plans, emergency procedures, and equipment. Documentation of personnel training and recordkeeping and reporting are also addressed. The final lessons focus on shipping, including the use of DTSC-registered transporters, the Uniform Hazardous Waste Manifest, and the e-Manifest system. The course also covers the requirements and exceptions for California manifests, as well as the packaging, labeling, and placarding of hazardous waste for transport.

For employees who need hazmat employee training under 49 CFR 172.704, NATEC offers the DOT Hazmat Ground Shipper Training (HM-181 Employee Training). HM-181 training is a common requirement for personnel who prepare waste for shipment.

The course is suitable for employees and supervisors at California facilities that generate hazardous waste, including environmental health and safety (EHS) and compliance staff, facility and operations supervisors, warehouse and maintenance personnel, and laboratory staff. Large, small, and very small quantity generators are covered, and no prior training is required. The course provides general awareness training, and employers remain responsible for site-specific training and for keeping training records.

Online delivery allows employees to complete the course around their work schedules, and employers can start training new hires immediately without waiting for a scheduled class. The 60-day access period enables learners to work through the material in sessions, making it flexible and convenient for all users.
