FORT STOCKTON, TX, UNITED STATES, November 5, 2026 /CourierPR/ -- MMEX Resources Corporation has achieved a significant milestone in its Pecos County refining development with the approval of the Texas Commission on Environmental Quality (TCEQ) for the UltraClean Refinery North. This 30,000-barrel-per-day facility marks the second permitting milestone for the project, following the July 24, 2026, approval of a similar permit for the UltraClean Refinery South. Together, the two planned separate facilities will represent a total nominal crude oil processing capacity of 60,000 barrels per day.
The UltraClean Refinery North is being developed by Pecos UltraClean Refining, LLC, an MMEX subsidiary. Located approximately 14 miles northeast of Fort Stockton, Texas, the facility is designed to process crude oil into ultra-low sulfur diesel, naphtha, liquefied petroleum gas, and marine fuel oil. The project also includes provisions for carbon capture from process heater and boiler exhaust, with construction authorization for the associated carbon capture facility addressed through a separate permitting process.
The approval by the TCEQ is a critical step in the project's development. However, construction and commercial operation remain subject to financing, applicable remaining authorizations, and other development requirements. MMEX Resources Corporation is focused on developing modular refining facilities and clean natural gas-to-power generation in Pecos County, Texas, as part of its strategy to enhance clean fuels and power infrastructure.
The company's commitment to sustainable practices is evident in the design of the UltraClean Refinery North, which includes provisions for carbon capture. This aligns with MMEX's broader goals of reducing emissions and contributing to environmental conservation efforts in the region. The UltraClean Refinery North is part of a larger initiative to build modern refining capacity in close proximity to Permian Basin crude production and regional transportation fuel markets.
MMEX Resources Corporation is an energy project development company focused on clean fuels and power infrastructure. From its platform in Pecos County, Texas, in the heart of the Permian Basin, MMEX is developing modular refining facilities through Pecos UltraClean Refining, LLC, and clean natural gas-to-power generation through Trans Permian Energy, LLC. The company's strategy is to leverage its location to provide efficient and sustainable refining solutions for the region.
The approval of the UltraClean Refinery North's air permit is a testament to MMEX's dedication to environmental stewardship and modern refining practices. The company's plans for the UltraClean Refinery South, which was approved in July 2026, are also progressing, and both facilities are expected to contribute significantly to the local economy and energy landscape.
With both facilities now reaching the air permitting milestone, MMEX Resources Corporation is well-positioned to advance its plan to build modern refining capacity in Pecos County, Texas. The company's commitment to sustainable practices and its focus on clean fuels and power infrastructure underscore its vision for a greener future in the energy sector.
