HOUSTON, TX, UNITED STATES, October 15, 2026 /CourierPR/ -- The Knowles-Rowland House, a 31-unit permanent supportive housing development in Houston’s Midtown neighborhood, officially opened on October 13, marking a significant step in addressing chronic homelessness in the city. The project, which features 18,900 square feet of adaptive reuse space, was made possible through a majority equity investment from the AIC CEI-Boulos Opportunity Fund, a joint venture between CEI-Boulos Capital Management and Allivate Impact Capital.

The ribbon-cutting ceremony, held at 2019 Crawford Street, brought together community leaders, elected officials, and supporters, including Tina Knowles, Kelly Rowland, Beyoncé Knowles-Carter, and Houston Mayor John Whitmire. The event highlighted the collaborative effort among various stakeholders to provide stable, service-enriched housing for Houston’s most vulnerable residents.

Each of the 31 units at Knowles-Rowland House is 100% subsidized through HUD’s Project-Based Voucher program, administered by Housing Alliance HTX. Temenos Community Development Corporation, Bread of Life’s sister organization, will provide comprehensive social services to residents, including case management, mental health counseling, substance abuse treatment, life skills training, and nutrition assistance.

The building, originally constructed in 1999 by Bread of Life, Inc., underwent significant renovations to transform the former Knowles-Rowland Center for Youth into a permanent supportive housing facility. Before a fire in March 2021, the center served as a youth summer camp, senior community center, and overnight shelter for people experiencing homelessness. The redeveloped property continues to fulfill that mission by offering safe, stable housing and supportive services to vulnerable Houstonians.

Houston has long recognized the importance of permanent supportive housing in its approach to addressing homelessness.

Bread of Life, Inc., founded in 1992 by Pastors Juanita and Rudy Rasmus, has been dedicated to making life better for underserved individuals and families in the Houston region. The organization’s mission is to provide health access, housing, and hunger relief, helping vulnerable Houstonians achieve greater stability and self-sufficiency. The opening of Knowles-Rowland House is the culmination of years of hard work and the participation of many people who ensured the project’s success.

The development also received support from various partners, including American Rescue Plan Act (ARPA) funds from the Harris County Housing Finance Corporation, B1 Bank, Rice Management Company, and the Federal Home Loan Bank of Dallas via Home Bank. These contributions have enabled the project to deliver on its promise of providing stable, supportive housing to those in need.

In summary, the Knowles-Rowland House represents a significant milestone in Houston’s efforts to combat chronic homelessness. Through the combined efforts of Bread of Life, Inc., the AIC CEI-Boulos Opportunity Fund, and other partners, the project aims to provide a foundation for stability and hope for Houston’s most vulnerable residents.
