ORLANDO, FL, September 30, 2026 /CourierPR/ -- Peter Quinones, founder of Investor Trustee Services, has joined the National Association for Housing Revitalization (NAHR) as a founding Charter Member. This move comes as the company prepares to expand its operations into acquiring pools of HUD-held mortgages on vacant and distressed properties, starting with HUD's HVLS 2027-1 sale.

Investor Trustee Services, based in Florida, buys distressed single-family homes and places them with local rehabbers who restore them and return them to the market. The company is an approved bidder in HUD's single-family loan sales and plans to begin acquiring pools of HUD-held mortgages on vacant and distressed properties. Quinones sees this as a critical opportunity to address the issue of vacant and distressed properties in neighborhoods where people want to live.

The 21st Century ROAD to Housing Act, which takes effect on January 7, 2027, bars large institutional investors, defined as entities controlling 350 or more single-family homes, from purchasing single-family homes, subject to stated exceptions. This legislation is expected to create a gap in the market, leaving local operators like Quinones to step in and address the issue.

NAHR, a national trade association working to return aged, distressed, and vacant homes to the market as attainable housing, now includes Investor Trustee Services as a founding Charter Member. Quinones will engage with the association and contribute an operator's perspective from the Florida market.

Founded by Quinones in 2005, Investor Trustee Services specializes in distressed single-family homes in Florida. The company's approach is to acquire properties, rehabilitate them, and return them to the market, ensuring that these homes are available to families in need of affordable housing.
