INDIGITAL Earns Independent Validation for NG911 Core Services

INDIGITAL, a leading provider of Next Generation 911 infrastructure, has earned Netmaker’s Independent i3 Validation for its NG911 Core Services, providing verified proof of interoperability. This validation, completed on September 3, 2026, confirms that INDIGITAL’s Emergency Services Routing Protocol (ESRP) and Enhanced 911 Routing Function (ECRF) meet the stringent requirements of the NENA i3 standard.

Netmaker, based in Winchester, Virginia, conducted the interoperability validation and issued its formal validation memorandum on September 10, 2026. The memorandum states that there were no exceptions found during the evaluation period, which is set to last for three years. The validation was sponsored by Fairfax County, Virginia, which has been a key partner in ensuring the reliability and interoperability of emergency communication systems.

The ECRF checks a caller's location against geographic information system (GIS) data to determine the best emergency call center (ECC) to answer the call. The ESRP then delivers the call to the appropriate ECC, rerouting it when a center is overwhelmed or offline. Each element’s adherence to the NENA i3 standard ensures that calls do not misroute at county lines or fail to transfer to a neighboring agency during mutual aid operations.

For the evaluation, Netmaker connected directly to INDIGITAL’s dedicated NG911 lab environment and tested the ESRP and ECRF against cases based on requirements developed from the NENA i3 standard. The company captured log events and network data for independent review.

This certification confirms the interoperability that INDIGITAL demonstrates every day in the field. In 2024, the company built and tested cross-state mutual aid between Charleston County, South Carolina, and Collier County, Florida, two networks running on two different NG911 vendors, with 911 calls answered successfully in both directions. The validation memorandum and the Netmaker Labs Validated Products List are available online for reference.

INDIGITAL, headquartered in Fort Wayne, Indiana, is a founding force in Next Generation 911 infrastructure. The company designs, deploys, and operates Emergency Services IP Networks (ESInets) and NG911 systems for 911 authorities and emergency communication centers (ECCs). In 2004, the Indiana Wireless 911 Advisory Board selected INDIGITAL to build the statewide IN911 Network, and the company has operated 911 networks since. Its solutions are built on the NENA i3 standard and open interfaces.
