BETHESDA, MD, UNITED STATES, October 5, 2026 /CourierPR/ -- HORUS Technology Solutions has been awarded a firm fixed price blanket purchase agreement (BPA) by the General Services Administration's Office of Centralized Acquisition to provide application development and support services to the Federal Mediation and Conciliation Service (FMCS). The BPA, which has a ceiling of $4.5 million, began on September 8, 2026, and will extend through September 7, 2030, with three option years.
Under the BPA, HORUS will maintain and enhance the applications the FMCS uses to carry out its mission, including systems that support case management, arbitration services, financial disclosure, and Freedom of Information Act requests. The work covers operations and maintenance, new development and enhancements, AI integration, DevSecOps, cloud migration, and security and compliance support across the agency's Microsoft 365, Power Platform, and Azure environment.
The FMCS is an independent agency founded in 1947 that helps unions and employers in private industry, state and local government, and the federal workforce resolve labor disputes. It also provides mediation and other conflict resolution services directly to federal agencies. Through mediation, training, and its roster of arbitrators, the FMCS helps prevent work stoppages and keeps the economy moving.
HORUS, the prime contractor for the Department of Health and Human Services Payment Management System (PMS) and the Defense Health Agency's medical research grants systems, will apply the same discipline to keeping FMCS applications secure and available, and to modernizing them on the agency's Microsoft cloud platform.
