Holly Paz Joins alliant to Lead Section 48 Practice

HOUSTON, Sept. 1, 2026 /CourierPR/ -- alliant, a leading consulting and technology firm, has announced the addition of Holly Paz to its team of tax experts. Paz, who most recently served as Commissioner of the Internal Revenue Service's Large Business & International (LB&I) Division, will bring her extensive experience in federal tax law and administration to alliant's Section 48 and energy infrastructure practice.
Paz's appointment comes at a crucial time as the firm aims to support businesses and government entities navigating the complex provisions of the Inflation Reduction Act (IRA), particularly the clean energy investment and production tax credits, known as Section 48.

Paz's tenure at the LB&I Division was marked by her leadership in implementing the complex provisions of the IRA. During her time in office, she played a pivotal role in the IRS's playbook for Section 48, shaping the rules that now govern how capital-intensive energy projects can qualify for and claim these credits. "Holly shaped how Section 48 actually works in practice," said Danny Werfel, a member of alliant's strategic advisory board and former IRS commissioner. "There is simply no one who understands it as well as she does."
The Section 48 credits can offer businesses and non-profits up to a 50% credit for deploying clean energy technologies, with added benefits of transferability and direct payment provisions. However, navigating the intricate rules and maximizing these credits can be challenging. "Only three out of 600 energy credit claims were passable by the standards established by Treasury and the IRS," noted Matt Noll, Chief Operating Officer of alliant. "Holly's expertise is critical to ensuring taxpayers comply with these complex regulations."
Paz's career at the IRS spanned over 15 years, during which she held several senior positions, including Deputy Director for Content Development, Director of Corporate Issues and Credits, and Director of the Pass-Through Entities Practice Area. She was named Deputy Commissioner of LB&I in 2021 and Commissioner in 2023. Prior to her IRS career, Paz worked as a tax law practitioner, advising corporations, fiduciaries, and high-net-worth individuals.
