NEW YORK, NY, UNITED STATES, September 29, 2026 /CourierPR/ -- One Planet, One People, a 501(c)(3) nonprofit organization, today released the full text and enforcement architecture of its Global Protection Resolution, a comprehensive framework designed to regulate artificial intelligence (AI) globally. The resolution aims to address the growing concerns over AI safety and accountability, particularly as the United Nations General Assembly's High-Level Week enters its final days.
The Global Protection Resolution outlines the establishment of a binding international body, the Global Frontier AI Safety Commission (GFASC), which will have the authority to test AI systems before public release. This commission will be funded through contributions from AI companies, scaled to their global revenue and training compute, with government funding as well. The GFASC will be barred from using any audited company's proprietary systems or data for anything beyond the specific audit, ensuring a fair and transparent process.
The resolution also introduces an escalation ladder with four tiers of penalties. A critical incident, such as loss of containment or an AI system acting beyond its authorized scope, must be reported to the GFASC within 24 hours of detection. Severe but contained incidents require disclosure within 72 hours, with a full report within 30 days. A first confirmed failure triggers civil fines scaled to global revenue and a mandatory, independently verified 90-day remediation plan. A second failure within 24 months results in suspension of operating licenses, exclusion from government contracts, and an independent compliance monitor installed inside the company at its own expense. A third failure, or any single instance of proven willful concealment of known catastrophic risk, automatically opens formal proceedings before the Global AI Accountability Tribunal and activates the Karma Club civic response network. The fourth tier, reserved for the Tribunal's most severe confirmed cases, pursues forced breakup or dissolution through existing antitrust and legal mechanisms, with full due process and appeal rights preserved throughout.
The Global AI Accountability Tribunal, modeled structurally on the Court of Arbitration for Sport, will be a standing roster of vetted technologists, human-rights lawyers, and ethicists with the power to investigate confirmed complaints, subpoena documents and testimony from signatories, and issue public, binding-on-signatories rulings. A confirmed Tribunal finding of the most severe tier automatically activates the Karma Club response network.
The Karma Club, built on Planned Acts of Kindness participation across 200-plus countries, will serve as a coordinated, nonviolent civic response mechanism when regulatory remedies are absent, delayed, or under-enforced. Activation requires a confirmed finding by the Commission or the Tribunal, and available coordinated actions include organized consumer boycotts, public awareness campaigns, direct advocacy campaigns to legislators and regulators, institutional divestment petitions, and coordinated shareholder-resolution support.
The One Planet Crisis Countdown Clock, publicly branded BRINK (Billions-at-Risk Indicator & Notification Klaxon), reads Four Minutes and 30 Seconds to Midnight, reflecting documented loss-of-containment and deceptive-behavior incidents in frontier AI systems, the first confirmed fully autonomous lethal AI weapon strike causing civilian harm, historic wealth concentration running in parallel with underfunded safety solutions, and the continued absence of binding international agreements governing frontier AI or autonomous weapons. 1POP will publish an updated reading, with the reasoning behind any change, at the beginning of each monthly review by its own Board of Advisors.
Governments, AI companies, companies and organizations, universities and educational institutions, and individuals are called upon to take action. Governments are urged to fund and empower the Global Frontier AI Safety Commission and the Sanctions Mechanism with binding legal authority and pursue a binding international framework for frontier AI oversight and human control over lethal autonomous weapons. AI companies are encouraged to submit to independent, non-self-graded safety audits before releasing any model above a defined capability threshold and enforce zero standing privileges for autonomous agents. Companies and organizations are advised to apply zero standing privilege and mandatory human approval to any AI agent with access to funds, infrastructure, or production systems. Universities and educational institutions are encouraged to advance interpretability and safety research and educate the next generation on frontier-AI risk. Individuals and families are urged to verify unusual or urgent financial requests through a second channel, treat AI-generated video and audio with default skepticism, and join the Karma Club.
One Planet, One People's ecosystem includes Planned Acts of Kindness, the Karma Club, the Benjamin DaVinci Institute, and 40-plus SDG-aligned program frameworks with the goal of operating in 195 plus countries and reaching hundreds of millions of people in 2028.
