Former Judge J. Stephen Czuleger Joins Signature Resolution Panel
Former Los Angeles Superior Court Judge J. Stephen Czuleger (Ret.) has joined the panel of neutrals at Signature Resolution, a leading provider of mediation and arbitration services in Southern California. His extensive judicial and law enforcement background brings a unique perspective to business and commercial contract disputes, complex litigation, cross-border matters, and government and public sector disputes.
Czuleger's career on the bench spanned nearly four decades, during which he served as Presiding Judge of the Los Angeles Superior Court—the largest trial court in the nation. Prior to this, he held significant positions such as Assistant Supervising Judge and Assistant Presiding Judge, overseeing a court system with 600 bench officers. His experience extends beyond the courtroom, as he received a special assignment from the Chief Justice of California to oversee the resolution of criminal cases connected to the Orange County bankruptcy, which he completed within a year despite intense national scrutiny.
Before his judicial career, Czuleger built a robust background in law enforcement. He served as a federal prosecutor in Los Angeles, investigating and trying major narcotics and organized crime cases. His work with the FBI included establishing the Los Angeles Joint Terrorist Task Force and supervising multi-agency task forces, where he gained expertise in Chinese organized crime. He also represented the Republic of Mexico in a high-profile extradition matter.
Czuleger's international experience is noteworthy, as he received two Fulbright Specialist grants to teach at the University of Tirana Law School and the Albanian School of Magistrates. During his tenure, he trained judges, prosecutors, and law students and advised government officials on rule of law and anti-corruption reform. His accolades include the William Rea Judicial Award from the Los Angeles Chapter of the American Board of Trial Advocates and the Alfred J. McCourtney Memorial Award as Trial Judge of the Year from the Consumer Attorneys Association of Los Angeles.
