Family Member Petitions for Expanded FBI Role in Horsch Investigation

PHILADELPHIA, PA, September 09, 2026 /CourierPR/ -- Jonathan Halloran-Koren, a family member of Nicole Fusaro, who went missing from Philadelphia’s Kensington neighborhood in 2018, has launched a petition calling for a more extensive role for the FBI in the ongoing investigation. The petition, titled "Find Every Possible Victim: Expand FBI Involvement in the Horsch Investigation," seeks additional resources and a broader scope to identify potential victims and determine if other missing persons are connected to the case.

Raymond "R.C." Horsch and Eugene Horsch have been under scrutiny in the investigation. Public reports indicate that Horsch had a pattern of targeting vulnerable women, particularly those struggling with addiction, in the Kensington area. He allegedly brought women to his Olney home for sexually explicit photographs and films, some of which depicted graphic violence. Maribel "Bella" Fresses was also reported missing in 2018, and her family last heard from her while she was in Kensington. Philadelphia police have recovered images and videos showing Fresses alive inside the Horsch home, though her remains have not been recovered.

"Felony missing persons cases can have a profound impact on families, and it's crucial that every possible connection is investigated," Halloran-Koren said. "My cousin Nicole disappeared in 2018, and we now know that Horsch sought out vulnerable women in that area. Another woman from the same period is believed to have died in his home. As a family member, I cannot simply assume that all possible connections have been found."

The investigation has made significant progress but remains far from complete. Philadelphia police have recovered over 600,000 images, 70,000 videos, and 10,000 pages of writings, manuscripts, and drawings from the Horsch property. As of August 12, investigators had only reviewed about 5% to 7% of the digital evidence. On August 28, The Philadelphia Inquirer reported that police had recovered additional video footage that showed Raymond Horsch allegedly strangling an unidentified woman. At least five missing women have now been linked to the property.

The expanded involvement of the FBI is seen as necessary to ensure no potential victims are overlooked. Halloran-Koren emphasized that the request for expanded FBI involvement is not about taking the case away from local authorities. "The FBI is already assisting. I'm asking for their involvement to be expanded to match the scale of the investigation," he stated. "If there are unidentified women in this evidence or unresolved missing-person cases that could be connected, we need to make certain that no one is overlooked."

The petition calls for a comprehensive effort to identify every possible victim and ensure that no connection is left unexplored. "Find every woman. Follow every credible connection.
