District Development Partners, a Dallas-based development and advisory firm, has rebranded to reflect its expanded national footprint and focus on retail-led, sports- and entertainment-anchored mixed-use districts. The firm, which was previously known as Rainier Development Company, has been operating under its new name since October 29, 2026.

Led by President and Co-Founder David Neher, District Development Partners offers comprehensive development partnerships and stand-alone advisory services covering every phase of a project, from master planning and public finance to retail placemaking, leasing, construction, and long-term operations. The firm’s mission is to create districts where commerce and community converge, with retail serving as the defining heartbeat of these exceptional places.

The rebranding comes as the firm expands its national pipeline of retail-led, mixed-use districts anchored by sports and entertainment venues. Current projects include the $1.2 billion Rock Creek Entertainment District in Norman, Oklahoma, which broke ground in May and is home to the University of Oklahoma’s new basketball arena. Other ongoing projects include Sound Yard at Gas South District in Duluth, Georgia, and Riverline in Tulsa, Oklahoma, with additional projects nationwide in the planning stages.

District Development Partners provides master planning, public finance, capital structuring, leasing, construction management, and operations services. The firm’s expertise lies in creating vibrant, retail-led districts that not only attract visitors and residents but also foster a sense of community and economic growth.

With a strong foundation in Dallas, District Development Partners is poised to continue its growth and impact across the nation. The firm’s commitment to transforming communities through innovative and sustainable development practices is evident in its current and future projects.
