DCHFA Invests $82 Million in Trinity Towers Rehabilitation

Washington, D.C., Sept. 09, 2026 /CourierPR/ -- On August 18, 2026, the District of Columbia Housing Finance Agency (DCHFA) announced a significant investment in Trinity Towers, a residential complex in Columbia Heights. The $82 million project will rehabilitate 122 apartment homes, modernizing and preserving affordable housing for low-income residents.
The rehabilitation effort, developed by Standard Communities and Housing for All, Inc., includes a range of improvements. In-unit renovations will feature new finishes, flooring, lighting, windows, and fully modernized kitchens and bathrooms with energy-efficient fixtures and appliances. Seven units will be converted to meet Uniform Federal Accessibility Standards (UFAS) to ensure better accessibility for all residents.
Community area improvements are also part of the project. The leasing office will be reconfigured, and a new fitness and business center will be added. Enhanced playground amenities and the addition of Teladoc telemedicine services for residents will further enhance the living experience. Building systems and exterior improvements include façade repairs, security and accessibility enhancements, modernization of fire and life safety systems, elevator and signage upgrades, and the installation of a rooftop solar system to improve sustainability and energy efficiency.
Christopher E. Donald, Executive Director/CEO of DCHFA, emphasized the importance of the project. "A positive transformation is underway in Columbia Heights. By enhancing Trinity Towers with modern renovations, improved amenities, and accessibility features, we are preserving affordable housing and ensuring individuals and families can continue to call the District home," he stated.
The project will restrict 29 studios, 44 one-bedroom, and 49 two-bedroom units to residents earning 30%, 50%, and 60% of the Area Median Income (AMI) or less. The complex is located near the Columbia Heights Community Center, which offers a variety of amenities including a boxing gym, dance studio, arts and crafts room, recording studio, fitness room, computer lab, multipurpose room, a full gymnasium, playground, and community garden.

The agency offers private for-profit and non-profit developers low-cost predevelopment, construction, and permanent financing that supports the new construction, acquisition, and rehabilitation of affordable rental housing in the District.
