NEW YORK, Sept. 28, 2026 /CourierPR/ -- Concelex, a Romanian infrastructure company, hosted a roundtable discussion at the United Nations General Assembly, addressing the investment opportunities in NATO's Eastern Flank.

The roundtable, co-hosted by Concelex and the Atlantic Council Romania, was attended by Romania's President, Nicușor Dan, and featured discussions on how strategic infrastructure in the Eastern Flank will be assessed and financed over the next decade. The event highlighted the importance of clearly allocated risks and local partners capable of building and maintaining infrastructure projects over the long term.

Radu Pițurlea, CEO of Concelex and a member of the Atlantic Council's Board of Directors, emphasized the concept of "Sovereign Infrastructure." According to Pițurlea, this refers to infrastructure that can be built, maintained, and restored with people and equipment on the ground, under national, regional, or allied control. This approach, he argued, makes the infrastructure industry a security capability and offers American investors derisked strategic assets that generate long-term returns, resilient in any scenario.

During the event, Concelex proposed two key initiatives. The first is to add delivery capacity to the qualification criteria for strategic projects, alongside existing financial and regulatory criteria. The second is to prioritize long-term, availability-based public-private partnerships along strategic corridors, where local infrastructure companies are prepared to invest their own capital alongside transatlantic investors. Both initiatives would be supported by a Sovereign Infrastructure Index for NATO's Eastern Flank, which Concelex proposed as the tool to record who can build each asset, who can restore it, how quickly, and under which jurisdiction.

The discussion was opened by Frederick Kempe, the Atlantic Council's President and CEO, and moderated by Landon Derentz, the organization's Vice President for Energy and Infrastructure. Kempe highlighted the importance of the transatlantic relationship, stating that developments in the international environment are passed on through energy prices, transport routes, supply chains, and the cost of capital, affecting every project in the region. He emphasized the need for infrastructure, energy, and communications to be prioritized and integrated across borders.

The roundtable concluded with a commitment from all participants to continue the discussion at an event to be held in Bucharest before the end of the year. Concelex's proposals are set to be further developed in collaboration with the Atlantic Council, with the aim of addressing the critical infrastructure needs of the Eastern Flank and ensuring the resilience of the region's infrastructure in the face of potential crises.
