Bluejay Diagnostics Partners with Lovell Government Services for Federal Healthcare Market Expansion

Bluejay Diagnostics, Inc. has formed a strategic partnership with Lovell Government Services to expand its access to the U.S. federal healthcare market. The collaboration aims to introduce Bluejay's Symphony™ near-patient diagnostic platform to major government healthcare systems, including the U.S. Department of Veterans Affairs (VA), Department of Defense (DoD), and Indian Health Service (IHS).

Under the agreement, Lovell will act as Bluejay's exclusive distributor for federal procurement opportunities that require or favor Service-Disabled Veteran-Owned Small Business (SDVOSB) status. Lovell will leverage its extensive experience in federal contracting and its established network to facilitate introductions and pursue procurement opportunities within the VA, DoD, and IHS. Lovell will also have non-exclusive rights to participate in open-market federal, state, and local government procurement opportunities.

Bluejay's Symphony™ platform is an investigational device designed to provide rapid, near-patient testing for sepsis triage and monitoring. The company plans to use data from its SYMON clinical study program, including SYMON-I, SYMON-II, and SYMON-III, to support a 510(k) application to the U.S. Food and Drug Administration (FDA). The SYMON studies aim to validate the Symphony™ platform's accuracy and reliability in diagnosing sepsis.

The company's experience includes working with VA medical centers, military hospitals, and clinics, as well as IHS facilities. Lovell will leverage its SDVOSB status, federal contracting capabilities, and industry relationships to support market development and pursue federal procurement opportunities for Bluejay. The parties may also collaborate on educational initiatives, conferences, and customer engagement activities.

Through the partnership, Lovell will leverage its established federal procurement infrastructure, including access to contract vehicles such as the VA Federal Supply Schedule, GSA Advantage, GSA Multiple Award Schedule, Defense Logistics Agency DAPA, and Electronic Catalog. ECAT is a preferred DoD procurement vehicle for medical supplies and devices and is also utilized by the VA and IHS.

The Veterans Health Administration (VHA) is the largest integrated healthcare system in the United States, encompassing approximately 170 major medical centers and 1,193 outpatient clinics, with a proposed FY2026 budget of approximately $165.1 billion. The broader federal healthcare opportunity includes approximately 45 U.S. military hospitals and 572 military medical clinics within the DoD healthcare system, with the Defense Health Agency (DHA) having a proposed FY2026 budget of approximately $64 billion.
