BIASC Condemns SCAG's Support of Controversial Housing Bill

The Building Industry Association of Southern California (BIASC) has strongly condemned the Southern California Association of Governments (SCAG) for its continued support and advocacy of Senate Bill 1087 (Cabaldon), despite growing opposition from across the region. This bill, which began as an effort to reform California's regional planning framework, has now been altered in such a way that it is now seen as a "Housing Killer" by the California Building Industry Association (CBIA).

According to Jeff Montejano, CEO of BIASC, the bill's passage exposes a significant breakdown in regional governance. "SB 1087 expanded the influence of SCAG, regional planning agencies, and the California Air Resources Board (CARB) over decisions that directly impact housing. At a time when the state desperately needs more affordable homes, this legislation moves us in the wrong direction," Montejano stated.

Opposition to the bill has come from various quarters, including counties, transportation agencies, local governments, business organizations, and housing stakeholders. Despite these objections, SCAG's Chairman Ray Marquez did not convene the elected Regional Council to reconsider the sponsorship of the substantially amended bill. The elected members were denied the opportunity to debate and vote on whether SCAG should continue supporting the legislation.

"We made multiple requests for a vote, but were never given the opportunity to reconsider SCAG's stance," Montejano said. "This lack of transparency and accountability is unacceptable."

BIASC has now shifted its campaign to urging SCAG member cities and counties to call on Governor Gavin Newsom to veto the legislation. The association is also launching a broader regional effort to demand greater transparency, accountability, and elected-official oversight at SCAG.

"We are not just focusing on the veto," Montejano added. "We are working with Southern California elected officials and stakeholders to examine SCAG's governance, lobbying practices, and transparency. The goal is to ensure that any major policy positions taken by SCAG remain accountable to its elected representatives."

The next phase of BIASC's campaign includes two key priorities: mobilizing SCAG member cities and counties, builders, business organizations, housing advocates, and regional partners to urge the governor to veto SB 1087, and working with Southern California officials to pursue reforms necessary to address the governance issues highlighted by this legislative process.

"This debate is just beginning," Montejano concluded. "The fight for housing attainability, local control, and accountable regional government is far from over."

BIASC, which represents builders, developers, contractors, trade partners, and industry professionals in Southern California, advocates for policies that expand housing opportunities, protect housing attainability, and support responsible economic growth.
