Aspen Group Names New President for United States University and Aspen University

PHOENIX, Sept. 23, 2026 /CourierPR/ -- Aspen Group, Inc., the parent company of United States University (USU) and Aspen University (AU), has announced a leadership transition at its educational institutions. Effective September 23, 2026, Dr. Scott Burrus, who has served as President of both USU and AU, has resigned from his position.

Dr. Jennifer Billingsley, currently serving as Provost and Chief Academic Officer of the Universities, has been appointed to the role of President. Billingsley brings more than 20 years of experience in academic leadership, higher education, and clinical practice to the position. Her extensive background includes roles such as Dean and Professor of USU’s College of Nursing and Health Sciences, where she spearheaded the launch of the University’s first doctoral program and supported the Commission on Collegiate Nursing Education (CCNE) accreditation.

Billingsley’s appointment comes at a time when the Universities are preparing for a significant merger. Aspen Group plans to integrate Aspen University into United States University, a move that is expected to streamline operations and enhance the overall educational experience for students.

Prior to her current role, Dr. Billingsley served as Dean and Professor of the College of Nursing and Health Sciences. Earlier in her career, she held positions at Grand Canyon University, including as Chair of the Doctor of Nursing Practice program. She holds a Doctor of Nursing Practice and Master of Nursing in Family Nurse Practitioner from Grand Canyon University and a Bachelor of Science in Nursing from Arizona State University.
